And there's Dietrich. Honestly, part of Zexion's caution here is OOC practicality; otherwise he really would just quietly go and break Dietrich apart. He knows how; his other self and the other apprentices basically made an art of turning people into heartless. And he would feel absolutely no remorse nor face any crisis of conscience for doing so.

There are two big ways that the situation with Dietrich differs from the one with Mukuro. The first is that this one started after Ikki really became one of Zexion's Important People. And the other is how Ikki himself approaches it. Honestly, Ikki is just as potentially helpless against Mukuro as he is against Dietrich, but Mukuro isn't someone Ikki's scared of. He's a challenge, an awesome endboss-type challenge. And Ikki thrives on that kind of thing.

Dietrich, though, clearly terrifies him. Zexion knew that even before he looked through Ikki's memories. Honestly, Dietrich is closer to Zexion's 'type' in fighting style; both of them are relentlessly cruel and tend toward games. So there's a part of Zexion that sees everything Dietrich has done as part of a bigger picture -- how what he says, what he does impacts Ikki's psyche, and what the end result may be.

Zexion thinks it's rather unforgivable, really. :)

So, for the moment, he's going to do what he can to keep Ikki (and now Gokudera) safe and focused. He can't stop them from making their own choices; Ikki never does react well to people telling him he can't do things. Ultimately, both are healthier when they're the ones doing the protecting, rather than being the ones being protected, and he knows that. But he can keep an eye on Dietrich's movements, and he can be there as a failsafe if things get rough again.
