Ok heres the deal, I'm very sad:
I was watching Futurama -> the first one where fry gets frozen so heres the deal ->
the freeze machine used a timer that just counted down days one by one. This shows a poor programming system and used day by day to count off the time to unfreeze so this system would ignore leap year.
from Dec 31, 1999 to Dec 31, 2999 there are 249 times that the world would see a leap year so his timing would be off. For example:
if leap year happened every two years and i was to be unfrozen in four years->
year one: 365
year two: 366
year three: 365
year four: 366
based on a 365 day counter they time would be 1460 but above is 1462. I would make up 2 days early.
So, on a 1000 year scale, the leap year makes a full 1000 from dec 31, 1999
dec 31, 2999 in 100 years 249 days. Since 2999 is not a leap year it has 365 days. The differeice from 249 and 365 is 116. so fry would wake up 249 days short of the full Dec 31, 2999 goal he would actually wake up Thursday April 25, 2999.
Also, it doesnt take into acount day light savings because he is frozen at night but woke up durring the day.
