Organizing cyclists

I recently got involved in a bike organization here in Santa Fe that is just getting off the ground. I went to my first meeting, and their second or third, last night. One of the issues that came up was doing outreach to riders outside of the standard Roadie, MTB, BMX and commuter groups. Specifically the generally poorer and non-English speaking immigrants who ride out of necessity and have little to no contact with the rest of the cycling community.

Do any of you have any experience with this sort of thing or could any of you point me toward some resources that could help?
