So I did some searching on imdb and found that yes indeed, the bartender from "Anchorman" was also Cucuy in "Once Upon a Time in Mexico". He also must be a buddy of Rodriguez because he appeared in all 3 "Spy Kids" films, plus he did voiceover work for GTA:Vice City and a ton of other stuff.
