Well, baking soda does neutralize vinegar and other acids, but maybe there's too much acid between the vinegar and the urine. I guess you could try adding another scoop of baking soda to the rinse, instead.

The Calgon can be a little hard to find; my husband had to go to a couple of grocery stores before he found it, tucked away down at one end of the detergent with other laundry boosters.

Ohhhh, I just re-read your original post and did a big headsmack. Your vinegar's in a Downy ball, so it's not coming out until the rinse cycle; meanwhile, most of your baking soda's gone with the washwater. Try adding another scoop of baking soda when the rinse cycle starts, so they're in there at the same time, or just add the vinegar straight instead of in the ball at the beginning of the wash.
