Things are so variable from person to person, it's hard to advise. But I would say get a variety of single pads to try. Start with the biggest/heaviest one, especially if you're going to be at work -- extra coverage doesn't hurt. If that seems to be more than enough, then you can consider trying something smaller/lighter. On the other hand, if a big pad is overkill but it's perfectly comfortable for you, then there's no real reason not to go on using it.

I've never bled through a cloth pad, and most of mine don't have the waterproof layer. But then, I don't often flow as heavily as I did as a teenager, any more.

Lately, I've been mostly using old cloth diaper service diapers (leftovers I had in the house after my last child graduated from diapers). They're pretty tattered now, but they've served me well over the years for many purposes. No waterproof lining, just cloth. You'd think the bulk would be uncomfortable, but it's not. I fold the center part in thirds -- I mean, fold the diaper in thirds, tuck it up between my legs, pull up my underwear, then reach around back and unfold the top back of the diaper, and then do the same with the front. They're so soft and comfy to sit on, the bulk doesn't bother me at all, and I sometimes have reason to be grateful for the extra length.
