Quite. I can actually see an interesting dichotomy there. They work with waterbenders, but this is still the descendant of Sozin's fire Nation, and things don't just disappear. In fact it was probably the Fire Nation's plan to go on with conquest as they were orginally going to do, only they found the Earth Kingdom mostly united and under a much better general, and had to go on the defensive.
Now there an interesting dichotomy. Officially waterbenders are servants, useful ones, but clearly below the nobility and such. However, any real sailor worth his salt knows to listen to the person who knows if the ships going to blow. So you can tell officers who were appointive based on family or connection from those who earned it by how they regard the waterbenders.
So upon reflection, there actually a better ship for #11 (my original pick was really rather obscure).
11. Taang taking place in a Zutara fic.
And to answer the questions for that.
1. Why do you dislike #11 so much? I dislike it because it's disrespectful for to the characters. Aang never showed and interest in Toph, and vise versa, and it just a pair-the-spares. It disrespectful to Aang, as it dismisses his feelings for Katara as non-real, or 'just a crush'. And it's even worse for Toph, as she's paired with Aang to make him not be alone. Toph is no one's sloppy seconds, and should not be a consolidation prize. Honestly, while I'm not a fan of Zutara, but outside of squicky adult/child ships, this is the only one I really hate.
As for a summary I could like.... challenging, because it has two pairings I don't like. The big thing is you'd have to convince me you weren't pairing the spares, and had real reasons for them to hook up... will have to think.
Never that much of a Taang fan because of the fact of how it was used. Buuuut... there was the one moment I saw it and appreciated the idea but haven't favored it because of its dominance by Zutara-esque aims
