Alright, so this was done on request, I mentionied this Idea to attacfish, who asked for a write-up. So here it is (sorry it took so long, ended up balooning to 11k words, and this was finals week.) To start off, this is not a fully designed universe, and it’s probably not going to ever get turned into a story, I have to much unfinished to start.

As for the air traders, yes they should have no uniform look, just as they have no uniformity among them (quick note, these guys are not the Air Nomad analogues of the setting, they're actully based on Teo/Mechanist crew). They have two general "looks"
Thef first is sleek "racer" ship, very areo dynamic looking, very fast, though each one looks build. The second is big "barge" ships, that look like nothing that should fly, these ones are heavier on the rusted metal, patched together look, etc. (though even a lot of the sleeker ships have a patched together look).
Regurdless, both should have battle damage, heck, other traders won't respect you if you haven't been through a few battles. (and there are, of coruse, air pirates, every seeting with air ships demands air pirates).
The Ba Sing Se description is spot on for the middle and lower rings. The upper ring I think would be a lot more showy, with the whole "I'm so powerful even the Dai Li think tiwce before fucking with me" vibe as well as the large number of Fire Nation citizens. As for the fourth ring, they tend to where whatever's avaliable, or gang colors, lot's of gang colors.
The only one I'm not so sure on is Norther Confdederation, I need to go right now so I'll talk about that in another post. Also be sure to check out the second post, it's really the reason I did this AU. I've seen other cyberpunk Avatar's, but I've never seen someone do what I did with bending in the second post. (and feel free to make more suggestios, especially for characters. I have only a very few figured out)
PS. Does this mean the Fire Nation has bat-nipples?

If the Upper Ring gets ostentatious again, I'm of several minds on how it should look. It might go for the same Art Deco look as the estates in the wider "country," or else might play up the heritage by getting gilded in-your-face Asian designs for everything. Or else each Aristocrat has their own look, being able to indulge a certain amount of eccentricity, with the added bonus that eccentricity in general is a good cover for all kinds of practicalities that advance interests and thwart the Dai li.
