It's a delicate balance, between being a democracy and being a republic. Sometimes the PEOPLE are wrong, and the leaders of the republic have to do the RIGHT thing. Sometimes the LEADERS are wrong, and the people have to set them right.
Of late, I think there has been entirely too much mob rule in matters where the wise should rule, and entirely too much self-serving and egotism where there should be rule by the voice of the people.
Balance - in all things. Balance.
