You should know that there will only be about a dozen security personnel on duty at the museum. The sapphire is scheduled to be handed over to the Tokyo Metropolitan Museum this Saturday. Edogawa-san thinks that the fewer people involved, the better.

The Inaba Police Department is too tied up with the serial murder case to spare any manpower, even if they wanted too. We're underfunded and understaffed. Besides, no one would believe that there's a Phantom Thief going to steal the Storm God's Tear. There have been no records of that sort of thievery since my great-grandfather's time.
We're on our own, this time... The museum staff probably wouldn't mind, but we're not going to get any help from the police department.
Exactly. And the fewer people involved, the less likely Kid will disguise himself as one of the guards and make his escape through the crowd of confusion.
