I suppose if Downey put on a few pounds and grew a grizzled beard, he might make a pretty good Haymitch. I can kind of see it. :P
oh i'm sure if he got chosen for Haymitch (or any role where he had to LOOK like a Haymitch), he would. actors do it all the time. Renee Zellweger got to go on junk food binges and skip gym time to play Bridget Jones. i read recently abt Hugh Jackman having to go on a massive protein diet and bulk up program for yet another Wolverine movie. the gossip rags of lesser substance have made covers going "OHNOES LOOK HOW SKINNY ____ HAS GOTTEN WHAT COULD BE WRONG WITH THEM!?" and half the time you find out that so-and-so is playing a street person/a prisoner of war/an emaciated-looking villain in their next big flick so the role orders them to look anorexic and/or wasted. i think Colin Farrell was the last one to be shown like this a couple months ago?
so yea that's all part and parcel of the job for 'em. though i'm not fond of Downey so i'd hope that they don't give him the role :| there are ppl who would do better! i've sorta pictured Gary Oldman as Haymitch...but i think that's the "why does Haymitch remind me of a crazier Sirius Black??" theory talking. :P
