They, in fact, have kissed MULTIPLE TIMES on this show. On the mouth. I kid you not. Oh, kids' shows these days. ;)

Actually, it's not. They're stepbrothers. ;)

In the pilot, Drake's mom marries Josh's dad, which is how they end up all living together.
