Question comes a bit late, I suppose, but I seem to have missed how, exactly, the collars are malfunctioning. Just occasionally turning people small, or are there other effects?

Pretty much any tag effect from the past can be affecting the foreigners. You could shrink, you could turn into a girl, you could be shouting OBJECTION to your opponents, you could sprout wings, anything.
