It strikes me as a deliberate design choice, rather than as the accidental annoyance of Marshal Brass's or Billie Heck's second arcs. In those two cases, it's fairly easy to outlevel the contact during their first arc, and never get to do their second, but there's no mechanical reason why someone who is leveling quickly would want to skip their second arcs.

In the case of Praetorian morality missions, though, they're all solo-only, unlike the "catch Doctor Aeon" arc. If you're teaming, even as a duo, it's pretty easy to out-level a Praetorian zone before you hit the morality mission. As a result, splitting the morality missions off into their own mini-arcs (and they're all pretty short) lets you avoid having to stop and split up the team. You just move on to the next contact chain. More efficient for the people who just want to level on out, and if you really want to absorb all the content you're probably soloing so you get to read all the text (yes, there's ways around that, I know).

Even soloing, I think I've missed a morality mission or two because I was on three chains in the same zone and outleveled one of them before I was done. (As far as I've been able to tell, three is the most you can do, because one of the Loyalist contacts in each zone won't talk to Resistance, and one of the Resistance starting contacts is in the Resistance bunker and inaccessible to Loyalists...and won't talk to them anyway if you exploit one of the tricks to get in.) I've turned off XP on both of my L19s now so I can finish all the Neutropolis arcs without overshooting L20. :)

I've taken to routinely turning off the "Earn XP" option just so I don't miss out.
