Either the main computer purposefully shut them down or there has been some sort of error. Mechanically there doesn't appear to be anything wrong as far as I can tell.

Considering how SAMM seems to control everything, even the most minuscule of duties, I wouldn't be surprised if he himself shut them down.
But why?

Energy conservation! After building the new addition to the city, the system was obviously fatigued, and after firing that weapon... but why is it harvesting things now? The machines I can understand. By shutting them down and recalling them it can take their remaining power to recover... but books? household items? That doesn't make any sense... unless it's burning them for fuel? I would imagine that's the most efficient way to go about things but...
[And he catches himself going on a tangent]

Assuming that energy conservation is the reason behind the city's shut down, then one can assume that whatever system the machine holds expends an equal amount of energy. You know, the input and output of its sources.
Considering he made all of these things, he can take them back and re-use them somehow? Does that make any sense?

Which would probably mean they have a dock were they get recharges... which in the right circumstances could be configured to recall the energy instead...
but what could possibly have the power to supply this place with so much energy?

You won't get it unless you start from the ground up. There are some fundamental rules that all technology must follow. The more advanced the technology gets, the more complex it becomes, however it's still just building on the basics.
[Viral sighs, she did have helluva point with that statement]
True. Hopefully the more errors the AI makes, the more it will give us pieces as to it's puzzle.
