{OOC: What follows is a schematic indicating a chip-and-wire contraption to be inserted high into the human spinal cord, with its wires wound up and into the brain proper. It might take a neurosciences expert - or a Time Lord - to determine its exact function, but it acts to totally suppress all emotional reaction. And... partially suppress a few of the higher reasoning functions.

It kinda looks like a Chula got bored with someone's freaking out and decided to make them stop via invasive brain surgery. It would also be pretty difficult to remove from the brain without causing the death of the person in whom it was implanted.
