Is there a specific evacuation point within Espoir and District Three, or are we just going to flood those areas with people?

There isn't enough lodging for all of them. But the religious men and women will take as many as they can. Direct them to the churches first. Once they fill, clearings and fields must work well enough. Distribute the tents and blankets kept with the emergency rationing.

There can't be even near enough for everyone in the city.

No. There aren't. But you must make them last as long as they will.

Put four to each tent. It is not comfortable, but it will have to do.
