[What was really at work behind this disaster is certainly lingering in the back of the Inspector's mind, but it isn't his priority at the moment. His first and foremost duty is to ensure the safety of the Somarium people... and to secure the investigation.
About the disaster itself, however, Inspector Javert is a difficult man to read. What Naomi could see with the naked eye is his rumpled and untidy appearance. The Inspector was outside when the Castle descended and crash landed in the desert, so the wind and debris whipped around him as if it were doomsday epitomized. Overall, aside from a few scratches, he looks physically to be none the worse for wear.
Beyond that, Javert is stoical, serious, very grim, but completely unflappable. There is an unsurprised darkness and exasperated weariness in his eye, as if he were waiting for the day that a disaster of this scale would occur. He cannot say that the occurrence wholly shocks him. Somni was overdue for a new spat of chaos. But there is also a very faint flicker of relief in his cold eyes, that the castle should crash in the desert instead of dead center of a district.
After all, he could not afford another reconstruction and renovation of Naomi Hunter's government district lab. Or was there something else underscoring that grim, annoyed, but relieved figure?
He examines Naomi superficially for damage, his grimace deepening at her shock.]
Don't say-- You intend to offer your services.
[He trains one of his infamous, searing gazes through her.]
... Is your head clear enough for it?

[In the feed, Javert appears to look up at something above the edge of the screen.
He says, tersely and mysteriously, whilst he replaces his hat back atop his head,]
I won't waste time on an explanation. Come with me, rather.
[Click. He hangs up.]

When she finally emerges from her room, blouse buttoned up partially to make herself look 'more practical', the doctor freezes for the briefest of seconds upon spying Javert already in her home.
This wasn't the first time he'd just let himself in either. It seems like this was beginning to be a common occurrence. Wonderful.]
That was quick. Already expecting to recruit me?

But if there is one thing the Inspector cannot deny it is her usefulness as a medical doctor during this disaster. She is one of the most capable physicians in Somarium, despite it not being her specialty, and with the anticipated injuries and trapped civilians in the castle's debris, she is a necessary addition to the investigate and rescue team.
When Naomi emerges from her room, Javert is examining whatever damage, if any, he can see in her lab. He is making another mental tally of things that must be replaced. Again. With his hard-earned money to make up for his mistakes in the explosion caused by Diva. He murmurs,]
No. I was... in the neighborhood. There are many stubborn stragglers here.
[Like yourself, Naomi.
The Inspector raises his head and regards her with a scrutinizing stare.]
That is the best you can do? The streets are a mess. And we will go near the desert later.

There's a moment where she is frozen in place, regarding Inspector Javert with a careful, but intense gaze. He appears the same as he did over the network--frazzled, but unharmed. Good.She's pleased with that for now. Time to move onto other things.
Pulling her dark hair back into a much firmer ponytail, Naomi crosses through the room, moving past the tall man towards the front door. There's an impatience in her movements, a need to hurry and get to the scene of the damage. The woman fears she's already wasted far too much valuable time preparing to head out.
She casts a look over her shoulder at him, obviously waiting.]
You don't need to worry about me. I'm ready. Lead the way, Inspector.
