To say that she wasn't happy was a pretty big understatement. She had just learned that not only had Oliver brought AC back to Kansas for some kind of mission without letting her know, but said mission also involved throwing one of their team member at Tess Mercer.
She didn't get what the hell he was planning and she didn't like it, but she was going to wait for him to come back from wherever he was and hope he had an explanation for all of it. Sure, technically that was his team, but it was unlike him to do things behind her back and the fact that it involved Tess just made it that much worse.
