Bruce Wayne may have been his best friend, but when it came to punctuality, they were as different as...well. Green Arrow and Batman. Bruce was notariously late everywhere he went--especially if it involved work, benefits, parties, or dates.
Oliver, on occasion, was late to a party, but generally on time if not early for everything else. It was just good business. So when Chloe Sullivan was running late, he figured she'd decided he wasn't worth her time, or that she'd known from the start that she wasn't really going to show up.
Which was really kind of a bummer considering he was more than a bit intrigued by her. The fact that she had already written two articles about the Green Arrow in her very short time in Star City didn't help his curiousity.
So when he spotted her at the front of the restaurant, he rose to his feet, a small smile tugging at his lips.
Chloe was talking to the hostess when she caught Oliver getting up out of the corner of her eyes, if the day she met him he could almost pass for a normal civilian, today he was full on Oliver Queen. The man looked so perfect he seemed to have stepped right out of one of his photoshoots.
Since she was late, she smiled at him just a little more than she normally would, always good to test how far a smile would go with men. She followed the hostess towards the table and met his eyes, "hope you didn't wait too long," that was as close to an apology as she would get.
"Not long," he said easily, smiling back at her. "You look beautiful." He pulled the chair out for her. If she thought running late was going to get her out of having dinner with him, she was very mistaken. As much as he liked to be on time for things like dates, he was fairly laid back when it came to other people being late. Another side effect of being best friends with someone who was always late, he supposed.
Sitting down, she waited for him to do the same, manners and flattery? That was not something she was used to, and of she hadn't found it in Kansas, she surely didn't expect to find it in California, but it was a nice surprise.
"Thank you," she smiled once more as he sat down next to her.
"Mostly," she smiled, wondering when and if she should bring up the fact that she knew exactly who he was, "still learning my way around the city, so driving all the way to the bay was a new experience."
"Well, I will have to come back and see it during the day before I can judge, but so far, definitely," she grinned softly, placing her purse over the table.
Chloe paused a little at his 'safer' comment, did that mean he had read her article? Chloe grinned softly, "I lived in Metropolis, I think I can handle Star City."

He nodded and motioned to the waiter. "Do you prefer white or red?" he asked, offering her a genuine smile.
