I don't think the writers didn't think. I think they've thought a lot. I think this choice is on purpose. I don't believe for a second it's an accident. I think it's a ~plan~ and that is why they need an s10 so badly.
I just think it's a bad narrative choice. I get that Clark was too Super-last year in a way and so they are trying to give him a new "Belly of a Whale" -- I just think the HOW is badly done. The audience isn't let in on what is going on. Unlike Chloiac where we could wait and root for someone to find out, we're still looking for admission.
The issue here is it makes s9 mostly water treadding and water tread while making Clark unsympathetic.
However more than ever if they have ans s10 they'll need the character of Chloe to help clean up this mess.
