Well, that all depends on the game! Truly, the best way to learn is to play and learn the rules as you go... It's how I was taught, after all!

Most card games are easy to learn, yet difficult to master.

Oh, that was just a turn of phrase... I don't think I've ever heard of somebody being described as "wind"-like before...

Cards, you mean? I feel I would have to show you, in order for you to understand. It's not so much what they do, as what they represent... Of course, all the rules change depending on which game it is you play.
