I do not know; it isn't a term I am familiar with. But it certainly seems to be referring to whatever is going on out here.

It does. In some ways, it resembles the experiment people have associated with "Valentine's Day." It was perhaps a foolish thought to associate the experiment solely to a holiday -- much like "Halloween" and "Christmas."

I'm afraid neither of those are familiar words-- but I get the idea.

But once again, it doesn't seem like anything but a sick sense of humor on the Malnosso's part. [his voice darkens] Trivial as it all looks, this has the potential to damage a lot of people's happiness.

It certainly does. Most are quite resilient to brushing off the effects of these kinds of experiments, though. It will just take longer.

Does the wine look dangerous-- or like something intended to augment the effects?

It looks like the entire square was "refurnished" for whatever experiment this is. I have not yet noticed anyone under ill effects after drinking the wine, so it could be purely decoration.

But they are also offering the wine to drink, which isn't very subtle.
