They say dogs can't/don't poop in the house out of spite, they can't make that connection in their mind. When she was outside pooping did she have a little poop or a big one? Sometimes Mason will have to do 2 turds because the first one wasn't big enough. Maybe try leaving her outside for a little bit longer just to make sure she doesn't need to do a second poop?
I agree wtih midnight d - Zeus sometimes has to poop and pee in a number of places before he will come in. We crate trained him and initially paper trained him and it worked well. Dogs generally won't pee in their own space if they can help it. We found we really had to be very consistent in where his paper was, b/c he associates the placement with where he can use the bathroom rather than with the paper. I.e. he would pee in the same spot whether the paper was there or not. We started out with a small crate and had the paper outside of it nearby. Both were near the backdoor, so later we started to train him to go outside, he was already close to the door. Now he has a really big fence type thing (just sides, no roof) with paper at one end and bed at the other and food & water in the middle for while we are at work. We take him out prior to leaving and immediately upon getting home. He has gotten where his preference is to go outside, rather than use the paper, but he has it available and uses it if needed. Murry is trained to go inside and outside. If I'm downstairs and the whether is nice I leave the patio door open wide enough that he and the cats can play in the backyard. Mine and my roommates cats have a great love of the patio table and will bug us to put the umbrella down if it is blocking their light

How old is Belle? How long has she been housetrained? It sounds like she isn't fully trained or that she needs a refresher course in housetraining. If she's very old, she could be having problems with incontinence. When was the last time she went to the vet?
When we adopted her, the SPCA said she was estimated at 7 with a "scratch on her back"
Well, the SPCA obviously doesn't know anything because the vet estimated her at 2 and the "scratch" was food allergies and she eventually lost all of her hair.
Her hair is fully grown back now and now she's doing this.
She was at the vet Jan 13th. We're saying she's, at the most, 3 years old.
Crate training is probably a good idea. Bella has NEVER gone in any of her crates. She slept in her crate every night until she learned to use the litter box or ask to go outside. She also will not go to the bathroom anywhere in her playpen other than her litter box (the one exception being when she was groggy from general anesthesia) even before she was "reliably" house trained

That's probably a better idea. I mean, there is someone here 24 hours a day usually, but my roommates hate the fact that I have a dog and it's MY dog, so they won't even let her out.
My boyfriend lets her out (he works from home) during the day at 10:00, 12:00, 3:00.
I let her out at 7:00am, 5:00pm, then I go to school, 9:30pm, and 11:00pm.
It sucks that your roommates won't even let her out. I was lucky and my college roommate loved Bella and would take her out of the playpen and play with her.
Bella likes her playpen because she can see what's going on from it better than if she were confined to a small room (which she HATES). Would you be able to position Belle's playpen so that she could watch your boyfriend work?
It's weird that she only does it when you're not home. Anytime that Bella has gone inside the house due to "acting out" has been when I was there, usually right in front of me. She actually has better house manners with other people than she does with me.
His office is in a weird space and I don't know how he'd take to putting her in there. She couldn't be away from it and still watching him, because there is simply no room.
I'll figure something out. We have a small (4 ft x 3 ft) screened in sun room that I was thinking about making her playpen in. we can put up a baby gate and she'll stay in there. Plus, the floors are concrete, so if she does any business in there, it'll clean up easily.
