Opinions?

I have a question for you all, and I'm curious how you feel on the matter.

You are riding the train one day (or the bus, or are simply in public), and you notice that the guy across from you has a growth on his face.  It's not a mole, it's a flat out tumor.  It's growing out into a horn shape, and has a funky color at the end.  Common sense tells you flat out that it's skin cancer, or pre-cancer.  He obviously hasn't done anything about it, because it's sitting there growing out of his face the size of the tip of a kindergarten jumbo pencil.

What do you do?  Do you tell him he really needs to go get that checked out?  If this is in asia, where some people/cultures think it's good luck to have massive moles does this change your reaction?
