The way it looked... He kidnapped and killed the first victim in order to impersonate him to get to the second victim.. the second victim was close to our third victim.. Logically, his next choice would be his brother Hikaru, since they're almost conjoined at the hips.. twins of nearly identical likeness..
Another likely suspect... the Cat-ear boy Ritsuka... They unofficially called him their child... to get to the parents, you might want to get to the child first...
Ugh, but geez... how to we prevent another murder and capture him at the same time? It's near damn impossible...
