Faced with a deadly threat, will they stand together or die alone?
Following the not once, but twice devastation of the planet, the WRO in particular has had its hands full reconstructing the city into something habitable. Despite their best attempts, they have managed to raise buildings, but have been unable to prevent the rising poverty levels. In particular, the drug market has been expanding rapidly now that Shin-Ra no longer has the power to suppress and control it. This has led to the spread of a deadly new drug within the slums. Although the WRO is doing their best to handle the situation, the reality of it is that there is only so much they can do-cracks which create an ideal breeding ground for powerplays.
And as if the political struggle within the city isn't enough, there are other dangers appearing on the horizon: Sephiroth has managed to make his way back to the living plain of existence. Despite the loss of the Jenova cells that once inhabited Gaia, the ex-General's desire has yet to change.
Occupied with the threat of the festering black markets and faced with widespread criticism from the people, all while still working on reconstruction, AVALANCHE, the WRO, and Shin-Ra have yet to discover that the danger might be far closer to them than they could ever imagine. Cities will crumble and alliances will break as old enemies return. With the re-emergence of the planet's WEAPON, can they turn the tides of the coming battle before it’s too late?
