I do not think it means what you think it means.

To stipulate means to agree, usually beteween adversaries.  It does not mean to demand.

Correct usage: The prosecutor and defense lawyer stipulate that December 25 was a Saturday that year.

Incorrect usage: The debate organizer issued a stipulation that the Green Party candidate may not participate unless she raises $100,000.
(This was from an actual green party campaign email).
