Of course, and that's a good question. Yes - those people survived, as well as some random people that just didn't need to be eaten or were too far away from the point of the draining. The living world would not know what really happened, but probably assumes some sort of genocide. The lack of bodies will not help prove anything, of course, but they won't have any real evidence to prove otherwise. Two years have passed, and it's still a mystery that no one can explain. I imagine people about the world with some sort of spiritual awareness might think differently, but that's them.
As for some of the humans, I don't see why not. People like Ichigo and Orihime and whatnot I could see either staying with Urahara or going to Soul Society, considering their past relations. Random humans, probably not. Those would most likely move to other cities in Japan where they have relatives, or whatnot. Karakura - for the most part - is a ghost town now.
As for guidelines, just ask questions ^^; I figured a lot would come up, and I couldn't think of tons to put in the FAQ right away, so if you feel you need any help or clarification, please don't hesitate to ask further.

So, it's a Tunguska right in the middle of the Tokyo area. That is... kind of awesome and creepy, actually.
Right, thank you. If I do pass muster with Ichigo, then--I don't think anyone's taken up any of his family members yet? That means I kind of have to write around them, right? Which won't be a problem, for me, but it's probably better not to involve them too much on the chance that they get players later on?

Yup, basically :) I guess it's up to the random people out there to decide whether they'd want to venture in it or not, but I'm sure the general consensus would be something like "go in there and you'll die!" even if it's not true.
No one has reserved them yet, no. Writing around them would probably be best for an app, even though his family is a very big part of his life. However, you're more than welcome to add to the history to involve more of his interactions with his family should someone pick them up in the future :)

I have a few ideas on how to work around his family, though I'm sure I can't help mentioning them with some frequency in the game itself. Retroactive modification is also a-okay by me.
Also, probably minor detail, but which tense do you use for IC in this game? Present for first person, past for third, present for both? Just considering the play samples for the application.

You know? I've never been asked that before, but I (personally) tend to do present for first and past for third. I've seen most players operate the same way.
