They're more interested in busting kids for accidentally trying to use an unmarked boat than they are in helping anybody.
[This is a bit of an unfair accusation on Heather's part-- when in reality the police forces are just as stumped as the newbies are. They've been doing what they can. ... Buuuut Heather's a semi-reformed 'bad kid' who kind of has an old grudge against people with badges.]

Well, that WOULD be consider stealing, and it IS kind of a crime. But you'd think they'd be more concerned with kidnap--Pokenapping and all of that than...minor larceny. [He looks a bit put off. Kind of reminding him of the oaf-filled police force back in Los Angeles.]
I'm a lawyer. Er, I tend to do more detective work than lawyer work, though, really...
