Well, to be fair, it's a type of ladder. So I can understand the mistake. But the fact is, if the option is a step-ladder or a ladder, it's better to be specific.

Exactly. I mean, think of all the people that would be confused if everyone went around calling step-ladders ladders. How would we be able to tell the difference?

There's distinction between different types of things for a reason. It's like if you had an encyclopedia and a dictionary. They're both books, but if you ask for a book, no one will know what kind until you specify.
