Katja is, in a word, ruthless. And she's not just ruthless when it comes to battle, she's ruthless in her personal relationships as well. She's sadistic, cold and manipulative, capable of convincing almost anyone to do what she wishes, usually through blackmail. Yet, few people see this side of Katja. After all, how could she be so manipulative if no one could let down their guard enough to let her? So for this purpose, Katja has two distinct personalities. One is the sadistic and cruel girl who won't stop at anything to get what she wants, and the other is the kind and sweet girl who could win anyone's heart.
The saccharine-sweet Katja is what most people see of her. This Katja is a naive and kind girl, and Katja uses her physical appearance to really make sure that this impression sticks. She's very polite and just a little bit shy. In canon, since she seems to be a rather young girl, it incites a sort of protective instinct, which is what Katja tends to go for. She likes to get as close as she can with the sweet personality, because those people also tend to defend her if her malicious personality is revealed and people want to discredit her.
But she doesn't only use that sweet appearance to lure in people to defend her--She also uses it to lure in what she likes to call concubines. That's the surprising thing about Katja--also despite her appearances Katja is very sexual. This is partly tied to the fact that to use her powers as a Qwaser, she has to consume soma, only found in breastmilk. Soma's potency is greater when the subject feels strong emotions like shame, pleasure or love, and Katja likes to incite shame especially. She's an absolute dominatrix and will humiliate her concubines with S&M almost constantly, even wasting soma to use her powers to do so.
This makes Katja sound like a total bitch, and she is, but she does have a softer side, even if it's shown rarely. Her cruelty stems from a last of trust in people. She thinks that all people, given the chance, ultimately will hurt people when being kind becomes inconvenient. She doesn't open herself to people because she doesn't want to be hurt when they inevitably (in her opinion) abandon her or hurt her. Katja lived on the streets at some point in her childhood and was sexually abused, which is where her pessimism seems to stem from. However, when people do genuinely try and protect Katja, she opens herself up slightly to at least respect them and honestly consider them a person rather than some tool to be used.
Similarly, Katja does grow attached to people that are loyal to her, though she won't admit it. This even includes concubines that may be loyal despite her physical and emotional abuse. Katja is willing to risk her life to protect those loyal to her, though she will never call them dear to her or anything as kind as that. She's also similarly sympathetic to situations caused by a love of one's family--Since Katja is ambiguously a part of the Romanov family, she sees a bit of her own situation in this, and will help people who are a part of it.
Katja is very much a character who is motivated by her own desires. She hates to be ordered around, and is a little bit of a control freak. Her desires may control her actions, but she's still very guarded about herself and her relationships. She lets people believe that they are close to her, yet doesn't reveal as much about herself as it may seem. She's a pessimist shaped by the tragedies and sadness of her childhood, but this is all hidden deep underneath her masks of child-like innocence and manipulative sadism.

Katja strongly prefers women. It's as simple as that! Likely because of the sexual abuse earlier in her life, she doesn't associate with boys at all sexually, and instead picks women exclusively as her slaves/pets. And that's another thing to mention! Katja doesn't really do normal relationships. She only indulges in S&M relationships where she, of course, is the master side. Despite appearances, Katja is a great dominatrix.

This is Katja as she appears in the series, so definitely loli-like. Aged up, she doesn't look terribly different other than the physical changes of going through puberty. Her breasts and hips are somewhere between small and modest, and she's lost some of her babyfat. Katja is the Qwaser of copper--Outside of canon jargon, this means that Katja can control copper by drawing on the power of soma. Soma is where Seikon no Qwaser gets unfortunate, since soma is a powerful energy found in...breastmilk. So to use their powers, Qwasers have to drink breastmilk. Every woman has soma, but the quality is improved with certainly emotions: shame, fear and love being some of them. So these all lead to fanservice abound.

Katja sat primly in her chair, watching the young woman below her with detached interest. There was nothing particularly special about this client, which made Katja suddenly sigh with disappointment as she realized it. The woman twitched, looking up with fearful eyes, afraid of displeasing the girl.
Thank god there were masochists in this gaudy district. As long as people paid for Katja to abuse them, she was fine. And, above all else, once they had tasted her delicious punishment, they would return again and again until she had taken every penny. It was an art to make them feel shame and pleasure all mixed in one and to intoxicate them with it.
And speaking of, this one was new. She trembled, unsure, but Katja was sure that she had heard of her reputation. Katja crossed her legs and dug the heel of her shoe into the girl's head. She whimpered, but still crumpled underneath her delicate weight.
"Well then, little girl, you've come to harass me. You've even paid for it, like the stupid little pervert you are."
The heel dug in more, and the whimper came once more.
"Dirty bitch! You don't have any pride at all, do you? But..." she murmured lightly, forcing the girl's face into the floor, "But you're different than my other concubines. You're so willing to be punished. It's sweet."
She grabbed a handful of the girl's hair and moved her heel. "Flip over." Obediently, she did, and Katja straddled her torso, opening the kimono wide.
"But, I'll tell you what, my little concubine. If your soma is worth anything, then I'll let you touch me whereever you want. Is that a deal?"
There was a murmur of approval, and the girl's hips squirmed underneath her. Katja looked casually over her shoulder, reaching a hand back to snake underneath her kimono. She was so wet already that she was once again disappointed. At least Hana could wait somewhat.
But after dragging her moist fingers across the girl's face, she dipped closer to her breasts, flicking her tongue over her nipple. She squirmed again, but once Katja bit, her hips bucked.
The soma was as poor quality as Katja had thought.
Oh well. At least there was another concubine to add to her collection.
