I forgot to report on the eventual outcome of my letter to the HR department. They warned everybody at the management meeting and then had private meeting with all the departments reminding them about company policy. They so know it was me that wrote the letter. Everyone is being extra nice to me lately. Maybe now is a good time to ask for a raise.
