Actually, Halloween was also called All Saints' Day because of all the religious ceremonies on that day. Supposedly, magic is at it's strongest that day as well.

As for dressing up, who said anything about evil spirits?

They don't necessarily dress up as evil spirits. There are various costumes, like pirates, ninjas, princesses, catgirls, etc. Even a few mundane ones, like schoolgirls, soldiers, maybe a lawyer.
