Police might want to pull him over for attractive nuisance.
Many traffic accidents would happen in the wake of the bike rider. People wouldn't have their eyes on the road.

Ah, the Biker's face through it all, Grin and Bare it.
People had long sleeves on and what with the air rushing by him .... I'm sure that his body had tucked things up for warmth. *grins*
