First get your best crop, scale, sharpen.

Duplicate your base and set it to screen 100%

Now (still on the screen layer)  go to colours > colour balance. Set to blue 100. Go to colour balance again and set it to blue 100. Now to go to colour balance for the last time and set it to blue 10.

Now go to image > flatten image

The last step is going to colours > components > Channel Mixer

Settings:

Red: 200, -66.7, 16.3
Green: 0, 120, 0
Blue: -99.3, 164.4, 40.0
Make sure that preserve luminosity is checked.
