If Ryanair made bread

Flour surcharge 0.40 Baking energy tax 0.75 Slicing 1.00 Total 2.16
Surely this is illegal. The "price" is what you "pay".
The Trading Standards Institute leaflet says:
All price indications which can be seen by consumers must include VAT and any other compulsory charges or taxes.
But sadly this only appears to apply to goods, not services.
