An ordinary person doesn't really know. The audio in this recording is not good enough (even after "removing noise"
https://www.youtube.com/watch?v=ZDBvhzXfDC0 ) to hear clearly what Joe Biden said. One hears him saying "marines" - but neither "salute" nor "good" can be heard. The entire utterance has only 4 syllables as recorded. To me, this sounds more like "fucking marines" actually.
However, it is undeniable that the above Twitter thread consists largely of two kinds of messages:
1) A short quip to the tune of "Joe Biden is fit for a lunatic asylum, ha ha ha."
2) A short and stilted statement that Joe Biden said "good-looking marines", this is pre-inauguration, he did not need to salute the marines and neither did they, and Biden wore no earpiece.
And here is the strange thing:
Messages of the first kind are extremely varied. Some short, some long, some with emojis, others just a big photo of a meme, and so on. Some people say it's sad, others that it's hilarious, etc.
Messages of the second kind are all the same. They repeat the same words in the same order. One user literally repeats the same message over and over. Others chime in, repeating this information. There are no alternative versions of what Joe Biden might have said, - he said "good looking marines", without any doubt. This is how these words are represented in Washington Post (with dash) and Politifact (without dash).

I think at least a couple of these users are paid to insert these comments. Ordinary users wouldn't bother repeating themselves so many times in a thread obviously full of anti-Biden comments.
