He was. He had a brilliant mind, and was a Magitek Engineer. In fact, our world owes much to him, like it or not. He was the first to discover the powering properties of electricity, single-handedly pulling our world from the dark ages where coal was all the energy we had.

[There's a pause as Kefka rolls his eyes and mimes a wretching face.]
I can only imagine what pain he must have endured... few know it, but he has never worn makeup. Even after the Magitek infusion that proved to be the precursor to the break of his fragile psyche.
The process bleached his skin, and the red around his eyes are actually scar tissue, the abnormal color stemming from - what I presume anyway - the magical nature of the substance injected into his face.
