Merlin, I don't know. Skeeter goes on tangents all the time, but she has to have a link, however tenuous, to start with.
It wasn't common knowledge that Zabini had the Dark Mark, so you'd need an organised group who could ferret out that information. I won't say with certainty that it's them, but you have to admit, there is a possibility.
