There's no helping it. There's no one really in charge here, even with Sir Albert often taking the reins of that duty. The people trust him, but he doesn't lord over them.

[They don't exactly have a grand selection to pick from, and it's irritating that most people wouldn't go with his first choice. Though Sigmund himself might not have agreed to it either- hard to say.]

Different people, different governments- how could everyone either be overtaken by a single leader or voted upon by the group? It sounds like a nightmare to even try to organize such a thing.
