Putting teeth in the fight against rape

An invention call the Rape-aXe, created by a woman named Sonnet Ehlers, after having worked in South Africa, attending to women recovering from the ravages of rape. This invention is something that victims and their loved ones have been wishing for a long time existed. How much could it actually help change the situation in S. Africa, I wonder. Would it make things worse or better? Either way, wouldn't it give women there a piece of their dignity back? That has to be worth it.
