Would that interpretation allow for wearing a backpack on Shabbos? Or would that count as "on the shoulder"? (Or, for that matter, be disallowed because it's a "usual way of carrying" these days?)
I think a backpack would be a two-fer -- on the shoulder and the usual way. (There's a discussion, on the other end of the link I just added to the entry, about chewing gum -- which, being usually carried in the mouth, isn't ok even though it's in the mouth.)
According to the fine folks at Mi Yodeya (see update for link), "not culpable" here means you don't owe a korban, not that it's actually ok to do these things. It's just a rabbinic prohibition instead of a biblical one.

That, plus a rabbinic prohibition, can almost make it allowed.. Not ideal, but... not breaking shabbos, necessarily.
We are still strict on it - it wasn't ideal, but you weren't killed for doing it. It doesn't mean it was something you actually *did* though...
