apppearance: Chloe isn't precisely pretty, but there is certainly something about her that is striking at the right moment. It is quite obvious she takes after her mother more than her father. In fact, it is hard to place how she is her father's child at all, giving way to an initial suspicion that maybe she isn't even his. It isn't even that she looks identical to her mother, just that she doesn't seem to look like him at all. However, upon closer inspection it is more obvious that she is Erwin's daughter, mainly through the general shape of her face and the eyes.

Her dark brown hair is the most obvious feature from her mother, although Chloe's is a lot curlier. Her nose is another inherited feature, but from there it becomes a bit more shaky. She eats right and takes care of herself, giving rise to a healthy weight, but it is more because she wants to look good than the fact she has health in mind. Her hair is normally left down, because she thinks she looks a bit too much like a ten year old playing dress-up with it pulled back. Any make-up she wears is usually understated and simple. She relies on whatever she has naturally, only getting really dressed up when she is going somewhere. She acts as if she cares little for her looks, but she knows that looking good can help her out and she is going to use it.

descriptive personality: Chloe can be an incredibly bad influence on people, but has the take-charge attitude that is a necessity for her prefect position in the school. She isn't scared to defend herself or people she cares for, and it is usually quite obvious what she thinks about a situation. She is a good friend to those she likes, but it takes awhile to get to that point. Her actual friends are few, and she prefers to keep it that way. If she doesn't like the person, however, she couldn't care less. She doesn't pay attention to their feelings or have much to do with them.

Chloe possesses a recklessness that has put her in some very strange situations. She is outgoing, and willing to try anything once. She is often unintentionally insulting, and can be very opinionated. She is sometimes stubborn and vindictive, not above revenge or provoking people who have made her angry. She is often fake, and will lie through her teeth in the right situation. However, she can also be enormously truthful. It is hard to tell when she is telling the truth, since it can still come off as fake. She attempts to be charming and likable, even though it is fairly obvious she normally isn't. People who have only just met her might believe that she is a perfectly kind girl, but she can't hold the act for long.

She is very independent, and is often too proud to ask for help. She certainly comes off as more confident than she really is, but she still has more confidence than a lot of people her age. She can be neglectful and forget things easily, and isn't always the best person to rely on. However, if she knows something needs to be done, she will do it. She just doesn't think most things are worth the effort.

Chloe reacts well to niceness, and holds it in high regard. Of course, she isn't the nicest herself and as a result is somewhat contradictory. She doesn't work very hard a lot of things, and the only subject in school that she puts a lot of effort into is Potions. It is by far her favourite subject, and one of the few things she genuinely cares for and does well at. She has more difficulty with things that involve the use of a wand, and isn't very confident in her abilities in the area.

How she treats people varies greatly depending on the person. She can hold a grudge for a very long time but can forgive other people fairly quickly. She is often inconsistent depending on her mood and the people she is around.

family:
Chloe was born to Tracey Davis and Erwin Elkins. Perhaps being a mistake was what caused her childhood to be a little unorthodox, and seriously lacking in some of the common childhood activities. She has no siblings, which is likely a good thing. Her parents weren't uncaring, exactly, they were just neglectful. Chloe doesn't doubt that, had there been another mistake, she would have ended up raising her sibling. Since she is definitely not cut out for the job, she finds the fact she is an only child a very good one.

Tracey has always been selfish, and this hasn't changed much. She is still incredibly preoccupied with herself, and even her job is an extension of this. She makes jewellery out of their house, advertising through The Daily Prophet and shops. She sells it for a high price (whether or not it is worth the price depends on opinion) and tends to make it at her leisure. However, she still uses it as an excuse whenever she can, often brushing off other things on the excuse that she has work to do. She doesn't spend a lot of time with Chloe, except for the occasional shopping excursion and the time she spent teaching Chloe what she felt was necessary.

Erwin Elkins is an unlikely husband for Tracey. He is incredibly forgetful, and not all that intelligent. The one thing he does know about is both magical and nonmagical creatures, something which he can talk about for hours. In fact, his job entails that he do so. He has a segment on the WWN most weekday mornings, where he answers questions and reports on different things. Chloe, and almost everyone else, finds it incredibly boring. He speaks in a monotone voice and pauses often to make sure he is on track and doesn't forget what he is talking about.

detailed history:
The history behind Chloe Elkins is perhaps a little unfortunate, although certainly didn't turn out as horrible as it could have. The fact was, Tracey Davis was not exactly careful about the people she slept with. Perhaps she had some sort of affection for Erwin Elkins, although whatever it was could not be explained as anything resembling love. The two knew each other well enough, but it wasn't until after the stereotypical alcohol and sex combination that they ended up essentially forced into marriage.

Introducing a baby into their marriage did not help the situation much. No one believed Chloe had been conceived after marriage, and after awhile Tracey and Erwin quit trying to keep up the lie. Something held the two together, although whatever it was remains a mystery. They are incredibly independent of one another, and tend to live their own lives. As a child, this occasionally involved Chloe in separate excursions. As she got older the outings grew less frequent, and as a result she is sadly lacking in what are considered 'normal' childhood experiences. Her father made a vague effort to teach her the basics, until Tracey got so frustrated with how little her daughter knew that she set out to teach Chloe herself. The single hour every day learning from her mother and books was, strangely enough, the main highlight of Chloe's childhood, and what she looks back on most fondly. This hasn't carried on to Hogwarts, where the full day of classes proved to be too long to capture her full attention.

Chloe essentially raised herself, which is what contributed the most to her personality. She was mainly alone as a child, except for the rare times that her father would suddenly realize this and take her somewhere or enrol her in a program. She went through lessons of many different sorts, but mainly entertained herself, and was an incredibly independent child. She did not respond well to whenever anyone attempted to interfere. It wasn't that she was spoiled, since she definitely didn't get everything she wanted, but that she simply was never told what she should be doing. She generally disliked any other children she met, and most of the children disliked her. This isn't to mention the parents of those children, who similarly distrusted the faked politeness of the little girl who stole their children's toys.
