Wind Mobile - recommendations?

Thinking of switching to Wind because of their student promotion ($25 a month for unlimited calling in Wind Zones.

Few questions: Does that include taxes? It says no hidden fees (no system fee etc.) but I guess taxes are not included?

And how is the reception / dropped call? I don't want the hassle of getting dropped calls, so if that's a problem I'm staying far away.
