I'd personally take it literally: emphatic instructions on modesty of dress to all bishops

The rules only apply to bishops. So, next time you see a bishop in hot pants, be sure to remind him of the papal mandate!

I'm confused.
It refers to "a dress", doesn't that imply that we're actually talking about...like, dresses? For women?
