Budget bill makes PBO independent officer of Parliament

The Liberals followed through on a commitment to make the Parliamentary Budget Officer independent of government in their budget implementation act, Bill C-44, introduced Tuesday.

In addition to bringing into force a host of other changes announced in the March 22 budget - the creation of the Canada Infrastructure Bank and the scrapping of the public transit tax credit among them - the 300-page-plus bill also makes significant changes to the PBO and opens up the notoriously secretive board of internal economy.

Once the bill is implemented, the PBO will become an independent officer of Parliament, separating the post from the Library of Parliament...
