Evolutionary crapshoot

Ever wonder why certain areas evolve and others don't? Take, for instance, the native tribes in Africa. There are some that are still in technologically in the Stone Age, existing as a group of hunter - gatherers. Yet, around them geographically, people developed the ability to use metal, to cultivate their own foodstuffs.

How is it that these areas got bypassed by technology? Is it some sort of cosmic evolutionary roll of the dice? Or is it just that the resources required to develop these concepts and tools simply are not to be found in these regions? It just doesn't make much sense to me.
