Done in PS CS3 but works as well in CS2
Uses Color Balance, Selective Coloring and layers
1. Duplicate the base twice.
2. Set the top layer to Soft Light (opacity 100%) and desaturate it.
3. Set the second layer to Screen (change the opacity later).
4. Above the Screened layer you add in this order:
4.1 Layer - New Adjustment Layer - Selective Coloring
Reds: Cyan: -17, Magenta: +57, Yellow: +76
Neutral: Cyan: +66
4.2 Layer - New Adjustment Layer - Color Balance
Midtones: -47, -2, - 27
Highlights: +7, 0, -11
Shadows: +11, -8, +15
4.3 New Layer: fill it with
this blue color, #96ccff, set to Soft Light (opacity 100%)
4.4 New Layer: fill it with
this gold color, #e3cc86, set to Multiply (opacity 24%)
4.5 New Layer: fill it with
this gray color, #c0c0c0, set to Color Burn (opacity 78%)
5. Then as a last touch, I reduce the opacity on the Screened layer to 50% (this step is different opacity for each picture).

This might not fit with every picture you chose. What you need to fiddle with is the opacity on the Screened layer and you might not have to desaturate the top layer. Depends on if you think the colours are too strong. And naturally the color balance and the selective coloring might need some tweaking.
Please don't ask me if this works in PSP because I have no experience with that program.
