fic: who favor fire, chapter three

As I announce all over it, it is a WIP, so all the caveats about those apply. Having said that, I do know where the story's heading, and am loving writing it, so hopefully it's going to end up a complete story... I'm very optimistic right now about that.
Not a ton "happens" in this chapter, in a way, but a lot of pivotal things are changing.
